Now I see the whole picture. I went into Preferences and I changed the Document Root setting to reflect the directory that I am using. I created another new project and once I reset the servers it works just fine.

RE: Installed Laragon with Nginx full but it generates errors on Start All
Thanks for the help. The problem is definitely that port 80 is in use. I have switched to port 8080 which is an acceptable alternative I have read. I am planning replacing my hard drive soon which will require a re-installation of Windows so I might not bother to locate what service is using port 80. Thanks for all the help.
RE: Can't get a simple route to work with Laravel 5.3
Thanks for the help. I sorted this out. I started over and created my project in the /www directory with Auto Virutal Hosts enabled. Then I used the format of myappname.dev:8080/about and it worked as expected.
