CSS Or other display helpers?

Will CSS run if I installed laragon light with php/MySQL etc?
Ive just taken over managing a particular php web application, and am new to laragon. On the live server if I log on, its all pretty and has what I assume are CSS driven tab layouts for some links - but when I copy all this stuff locally, and run it - those tabs don't show and I just get a list of links, and the whole page is kind of ugly (different.)Im 99% sure I have copied all dependencies in the site that would be necessary - anyone have any thoughts? New to this setup.
