Cant connect to RestcountryAPI - phpCurl. but works in WAMP

Hey I have an issue that I can not resolve. I am trying to connect to the restcountries api through php/cURL. but it will not connect. However when i use WAMP I have no issues. Any ideas what the issue could be?
