Moving live wordpress from server to Laragon

Hi I'm new to this and need help. Is there any straight forward instructions to follow as how to do this?
I've put my database in C:\Laragon\tmp\database.sql and I've downloaded all the files and put them in G:\ because C:\ is getting quite full. I changed the root from C:\lararagon\www to G:\mysite and created a new database in phpMyAdmin and now I'm stuck. I'd read not to import the database via phpMyAdmin and to put some code in via cmd but what?
Do I have to change the database name in wp-config etc?

Any help will be gratefully received.
