server not responding?

when i changed the some code of my laravel app, after this server not responding browser keeps rotating.but when i shut down the my laptop and start again its worked, what is the problem.

If you can not re-produce it, I guess it is related to OS - sometimes a strange issue happens and you can only solve it by rebooting.
