403 Forbidden

After i have extract the phpmyadmin in C:\laragon\etc\apps , when i try to get in localhost/phpmyadmin show me the following error says " You don't have permission to access /phpmyadmin/ on this server. "..Thx for your time guyz and 1 more thing : i am new in all of this. Thx
